Isn't Compiz like... really ancient? Might be better to just install KWin which has most of the same effects.

You need compiz reloaded window manager (google it to find instalation proccess for your distro). After you have it set up and enabled just activate the blur option from the compiz settings, set the Gaussian blur to level 15 and strength to 0.1. After that the trasparent parts of your windows will be blured. Hope I helped :)
